How to reach a KB limit without ruining the image
Start from the original and record the portal's three requirements: allowed format, maximum KB and required pixel dimensions. Crop unused background first. If the image is much larger than the requested dimensions, resize it before lowering quality. This removes unnecessary pixels instead of damaging useful detail.
A detailed photograph may not remain clear at the same KB size as a plain signature. Inspect faces, document numbers and thin strokes at 100% zoom. If one output is poor, return to the original and change one setting; repeated compression of the downloaded JPEG can add more damage.
